I have been searching for the father of William Toney for 45 years.He was my 4 greats grandfather.This is what I know about him:
WILLIAM TONEY born 1779 (I think in Buckingham Co. VA), died 25 Nov 1841 in Green Co. TN.He was married 16 Oct 1795 to Mary Watkins.She was born 1787 (I think in VA) and died 1866 in TN.Their children were:

RECORDS FROM THE NATIONAL ARCHIVES, WAR OF 1812: William Toney served as a Private, 5th Reg. U.S. Inf., Company of Captain Dorman.He was born 1779, had dark hair, hazel eyes, fair complection and was 5' 4" tall.He was injured at Chateaugay, N.Y. approximately 6 miles south of Canada and 40 miles west of Vermont on 20th Nov. 1813.The doctor noted he had a wound through the lower part of his body and another in the left foot by a ball.He was discharged at Prattsburg, N.Y. (280 miles south of Chateaugay) 3rd July, 1814.
Following are exerpts from letters to the U.S. Pension board:
1819 - Bellona Arsenal, Va. -Letter from William Paine saying that William Toney is a resident for a long time past of Va. and should be placed on the pension roll of Va.
27 June 1823 - Campbell Co.,Va. - Application for NEW certificate in Campbell Co. Va., Wm. Toney swears he has never received any payment.
10 Nov. 1828 - Carter Co. Tn. - Application for Pension Transfer from Va. to Carter Co., Tenn. He also says he has a large family (he had 7 kids 23 to 11 yrs old.)
10 Nov. 1828 - Carter Co. Tn. - Explaining he went to North Carolina before he settled in Tn.
14 Nov. 1828 - Carter Co. Tn. - William Toney, Jr. swears William Toney, Sr.is the same person who was receiving a pension in Va.
25 Nov. 1842 - Green Co. Tn. - William Toney died.
15 Apr. 1849 - Knoxville, Tn. - Mary Toney requests Williams pension. Evidently she is rejected.

State of Tennessee, Jefferson County
On this first day of May in the year of our lord one thousand eight hundred and fifty four, personally appeared before me, the under signed, a Justice of the peace within and for the County of Jefferson duly authorized by law to
administer oaths, Mary Toney, a resident in the County of Jefferson and State of Tennessee, aged about Sixty seven years who being first sworn according to law, doth on her oath make the following Declaration in order to obtain the benefit of the provisions made by the law of the United States, passed on the 3rd day of February 1855. That she is the widow of William Toney who was a private in the company commanded by Capt. Buckner ___ Regiment in the war with Great Britain declared by the United States on the 18th day of June 1812.Who drew a pension of ninety six dollars per annum payable at the Knoxville then the Jonesborough Agency, Tennessee.That she was married to the said William Toney in Buckingham County in the State of Virginia about the year ???? she believes
(but having no record of her marriage cannot be positive as to the precise date, by William Flowers a minister of the Gospel and that previous to her marriage her name was Mary Watkins.That her husband the aforesaid William
Toney died on the 25th day of November 1841 in Green County Tennessee in consequence of wounds received while in the service of the United States and in the line of his duty and that she was a widow at the passage of the act, and is still a widow and that she had by the said William Toney the following children, viz: Reuben aged about forty nine years, Fanny aged about forty seven years, Elizabeth aged about forty five years, Nancy aged about forty three years, Mahala aged about forty one years, William aged about thirty nine years, and Mary aged about thirty seven years. All of whom were over sixteen years of age at the date of the passage of this act.

2 May 1854 - James Whitson aged about fifty years old and Mary Whitson aged about thirty seven years old (James and Mary married in 1832, he was 28, she was 15) swear that everything Mary Toney said was true. They both signed their names.

State of Virginia, I Rolfe Eldridge clerk of the County Court of Buckingham in the State of Virginia do hereby certify that from the Register of marriages in my office, it appears that on the Sixteenth day of October in the year one Thousand Seven hundred and ninety five (1795) William Toney and Mary Watkins were joined together in the Holy State of matrimony by the Rev. William Flowers a minister of the Gospel.Given under my hand and the Seal of my office this 26th day of January in the year 1855.R. Eldridge CBC (If this date of marriage is correct and her age as given in the above documentis correct, this would have made William 16 and Mary 8 at the time of their marriage.The 1850 census lists her as 70.This would have made her 15 at the time of her marriage. I believe she was actually 74 in the 1 May 1854 document, not 67 as she stated.)

James Frank Toney (1859-1940) was the son of William and Evaline Price Toney. William Toney (c1834-1864) was a farmer of English ancestry.He was born in Tennessee.During the Civil War, Confederate soldiers took him from his sick bed at his home near Okalona and threw him over an embankment.He was found by his wife and sister, who buried him on the site. Evaline Price Toney was born c1840, Tennessee, the daughter of Christopher Price, a descendant of a pioneer family.Their children: James Toney; Frank Toney; William Christopher Toney; Rhoda Toney and David Toney. The Toneys lived in Eastern Virginia, moving with other settlers into Tennessee after the War of 1812.

Excerpts from two pages of information from his autobiography written in 1937.
I was born March 13th, 1859 in Carter County, at that time - now Unicoi County - near where the town of Unicoi is located and was reared until 17 on a farm near where the town of Erwin is located.I did farmwork during the summer months and attended a country school three or four months during the year.
At age 17, I secured a job in a country store and was pleased with my job and the people who owned the business, I remained with the firm four years, after which time I established a small mercantile business of my own.
March 9th, 1879, I was married to Miss Fannie Bell Miller. To this union ten children were born and reared to adult age. (Names 10 children)
In my early starting out in business, I was elected Circuit Court Clerk, the second Clerk elected for the new county.
Following this, I was elected County Court Clerk for two terms, each four years, and in 1896 was elected a member of the State Legislature from the 1st Floaterial District, composed of Johnson, Sullivan, Washington,Unicoi, Green, Hawkins and Hancock Countys.
March 19, 1891, I established and published a first issue of the ERWIN MAGNET and continued the sole owner and publisher of the paper for 36 years.
At the outbreak of the Spanish-American War, 1898, I was tendered and urged to accept a Captaincy in Colonel Tyson's Regiment, but for many reasons other than incompetency, I could not accept the offer from my good old friend General John T. Wilder, much as I appreciated it.
In 1918 I was appointed by the War Department as Government Appeal Agent to appear before the Local Draft Board to pass on claims filed with the Board, asking exemptions from Army Service.It was my duty to make a decision in all appeal cases asking for exemption, on different grounds, from Army Service. I can say without hesitation, this was one of the most trying ordeals of my life,and one I never want to experience again.Of course, there could be no respecter of persons, and all who passed the local board as fit, such as four of my own boys, had to obey the call.
In 1921, I was honored by Governor A. A. Taylor with the appointment and commission as a member of his official Staff, with rank of Colonel. I was made a delegate to attend a meeting of the Southern Congress, which was held in Washington, DC and attended the Inauguration of President Warren G. Harding. I was one of the three from Tenessee to receive this honor.
I was honored and trusted with an appointment to a ten-year Government positon in which services were rendered for the full term with satisfaction to myself and the Treasury Department.
I hold and prize very highly a Master Mason's 50 year Certificate of Membership, signed by the Grand Master.
