Haven't talked with you in awhile! I believe I've found Frank. Ancestry.com has a database called Border Crossings: From Canada to U.S., 1895-1956. In October 1915, there is a Frank Toner, born about 1879 in Vinton, Pontiac, Canada, Irish nationality, a laborer, who left Asquith for Duluth, Minnesota. He lists his mother as closest relative: Mrs. Michael (Maggie) Toner, Cobden, Ontario. Margaret did live there in her later years. I also found Michael Toner, born about 1882 (a bit off) in Canada, Irish nationality, who left Granite Bay, BC, for Republic, Washington, in December 1910. He lists his mother, Margaret Toner of Portage du Fort, PQ, as his closest relative.

Pretty cool, eh?
