Robert, I came across your posting while looking for information on another Tolley.
This is what I found on the 1910 Mitchell Co. NC census, Grassy Creek township. Pg 15B HH #265 Bruster Tolley age 22, wife Writhia age (? didn't write it down) there were no children.
Living next door HH #264 is Mack Tolley age 32 wife Cordie 31, dau Lottie 7, son Arnold 6, son Jessie 5, dau Lillie 4 and son William 2/12.

In 1920 Mitchell Co. at Snow Creek township, pg 15B I found Mack Tolley age 39 wife Carrie (or Cordie) 38, Lettie 17, Arnold 15, Ed 13, and John 9. I don't know if the son Jessie age 5 in 1910 is the same as Ed age 13 in 1920. Nor anything about William.

Bruster age 22 and Mack age 32 on the 1910 census are probably brother based on their age, and your posting that Bruster's mother was Mary, leaves me add that in 1920 there is a Mary Tolley age 66 living with Emlia Tolley age 28 in Mitchell Co. NC Grassy Creek township and two children Earnest 6 and Justin 1-7/12 page 9B, same page as Fulmon.

Her household is one away from the household of Fulmon Tolley age 58 wife Louise 43 dau Marie 16, son Wren 10, dau Grace 3-11/12 Just an opinion that probably Fulmon is a brother to the husband of Mary.

You may have already found all of this but thought I would post it anyway.
