I believe I told you WHY you will not find his parents in the census records.

TN Vital Records -
Tennessee law began requiring the registration of birth and death certificates in 1914. However retention time in our office different in that we will hold birth records for 100 years and death records for 50 years. After that time the records will be transferred to the Tennessee State Library & Archives. At present we still have birth records from 1914 since we will not begin to transfer them until 2014. We presently have death records from 1960 to the present. All older records have also been transferred to the Library & Archive.
