In her 1996 book "Richard Green Waterhouse (1775-1827), Tennessee Pioneer", Elizabeth Waterhouse Layman quotes an 1813 "letter from President Thomas Jefferson to John Tipton Jr on hearing of death of Col John..".
Jefferson's laudatory words are viewable as a snippet in:

I haven't been able to lay my hands on the book or to contact Ms. Layman. Does anyone have her book, and if so does it have additional information regarding this Jefferson letter, e.g. Ms. Layman's source, whether the letter still exists, etc.?
