OH YES HE WAS THE ILLEGITIMATE SON OF RICHARD TINNEY AND DESIAH/DEZIAH ELKINS. THERE ARE COURT RECORDS TO PROVE THIS WHEN AFTER RICHARD'S DEATH, ISAAC TINNEY, RICHARD'S BROTHER TRIED TO RECEIVE RICHARD'S ESTATE DUE TO THE FACT THAT RICHARD'S ONLY BLOOD CHILD WAS NAMED ISAAC AND ILLEGIMATE SON OF DEZIAH ELKINS. READ IT IN THE BOOKS AT NEWBERRY LIBRARY IN NEWBERRY COUNTY SOUTH CAROLINA. IT IS THERE! THIS ISAAC WHO WAS ILLEGITIMATE WAS DEFINITELY THE ISAAC TINNEY WHO LIVED IN GWINNETT COUNTY GA
