Your William was born about 1828. I have a William Tingle born about 1838 in Coleford.

The information for that family on the 1841 census is as follows:
1841 census at Littledean Hill - Superintendent Registrar's District Westbury On Severn - Registrar's District: Newnham: No. of Enumeration District: 13.
Mark Tingle, 20 (age rounded down by 5 years), blacksmith, born Glos.
Hannah Tingle, 20, born Glos.
William Tingle, 3, born Glos.
