My husband worked with a man named Ted Tesh, whose real first name was Olgerts. He was born in Latvia. He was educated at the University of Riga as a Civil Engineer. His family fled across Europe from the Soviets. If you Google him you will find him to be listed in the Flintridge/La Canada area of California. It's very possible this is who you are looking for. The age would be about right?

I realize your post is very old but I thought I would post our knowledge anyway. I myself have had my posts answered many years later to open up my research. I hope you check this from time to time. Ted would be maybe 85 years old by now.
