Thank you for your message I do not know if there is a relationship there but I do know that the name Charles was a family name, however "my" Charles left Devon in the mid 1830's so any relationship would be shaky. I do not know of any Tapscott's being killed in Kalgoorlie as "my" Charles ultimately travelled to Victoria where he re-married.
There are many families of the name Tapscott living in and around Perth and in country Western Australia.
I am a Victorian Tapscott, I will see if I can find any information on your rellie killed in Kalgoorlie
