Social Security Death Index puts his birth as August 25, 1942, and died Oct 9, 2008. It says his Social Security Card was issued in Iowa in 1959, and his last residence was Carlsbad, Eddy, New Mexico. If he was born in Iowa, his birth and adoption records would be sealed. You would need a judge to issue an order for the county to release those records to him. His birth record would be at a county recorder's office, or with the state. His adoption record would be at a county clerk's office.
Here's the Allen Talcott that I have from Iowa.

I found an Allen M Talcott and Bertha Talcott on the 1937 city index for Council Bluffs, Pottawattamie County, Iowa. They were still there through 1950.
