One needs to know the exact character of "Chang." In translating to English phonetically, the same name may be spelled differently (my uncle, my cousin, and myself have the same name but 3 different English spelling). Conversely, different spelling in English may have the same Chinese origin, depending on who the immigration officer was.
Zhang is a VERY common Chinese name. You would need to know the city/town your father was from. Most people from Taiwan originally came from China (between 1640 and 1949).
