I just found an entry in West Virginia Estate Settlements by Ross B. Johnston that solves this mystery - on page 176.

Michael Swope's will (abstract)

Will 5/1839 Dev: John, James, Michael, sons; Mary Thompson, Leah Paul, Nancy Wilson, Peggy Scaggs, Ann Harvey, daus; others.

As per Morton's History of Monroe County, a Margaret b. 1777 is listed as his daughter (no mention of a Peggy) and I've seen many listings online of her being a Peggy.

This proves that the Margaret who married Joseph Scaggs was the daughter of Michael Swope and Mary Ellison, NOT the daughter of Joseph Swope and Catherine Sullivan.
