The Wm Simmons in Athens State Hospital b. April 1865 is listed as Married and race is Black. the William Simmons s/o of Field* and Mariah is born 1860/61 and is white and would have been a widower or single in 1900 census.

Ancestry Historical Newspaper Database has the death of Alice King,"better known as Alice Gary, widow of Dave Gary" of Athens,) killed in an auto accident and mentions has adopted daughter Hattie Swift, in the Athens Messenger Sept 5, 1926.

LDS Family Search has a William Hamilton Semons d. March 19,1924 in Athens, Athens County Ohio. b. 1860 in Noble County, Ohio, Parents Fielden Arthur Semons and Mariah Mckee, both b. Noble Co Ohio spouse Anna Griffin Semons

This William and Annie are in the 1920 Ohio Athens County Athens Township census as Semons.
