I don't think that Franklin is a Swedish name. He was probably Frans.
The only Floby parish I know about was in Skaraborg county, not in the city of Göteborg or in the county of Göteborg och Bohus.
The Emibas CD lists a Frans Albert Gustavsson Blix born 1 May but the year is different. You said yours was born in 1869 and this one was born in 1868. He was born in Floby, Skaraborg county.

I couldn't find him in the 1880 Swedish Census CD with that information. I looked at the household examination record for Floby 1870-1890, and that said that his birth place was in St Hellest. (Stora Hellestad?)

I looked for his birth record in Floby. I didn't find it in Floby, but Floby was the "mother parish" for several other parishes, which were also listed in that birth book.
I found his birth in Hellestads Annex parish.
