Sarah,

The point is not when they stopped using the surname, the question is when did they START? If they used it before 1901 they were allowed to continue doing so; a name already in use couldn't be "taken away" (unless in violation of the laws before 1901 of course, but that applied only to noble names).
However, if you can find a note in the "församlingsbok" (which replaced the HFL around 1900) that the children STARTED using the name after 1901, you can apply to the authorities to see the application and on what grounds it was granted.
