1900 census Phila. Edward Bulger 132 Cherry St age 38 Born Aug 1861 Currier, Ire
Mary A wife born Jan 1860
Mary A dau born Aug 20, 1883
Hannah Sullivan, niece, born May 1890,
I didn't find Edward on the 1880 census here but found:
1881 census 3/28 Court Hornby St, Liverpool, Lancashire, Eng:
Elizabeth Bulger 40 Ire Plaster Lab
Edward Bulger, son 20, Ire.
Mary age 16 dau, Ire,
Alice age 7 born Liverpool, I don't know if the siblings you mentioned for Edward may have been older than him.
For Mary Sullivan census 1881 29 Devonshire St, Newington, Surrey, England
Mary Sullivan, head, age 45 Limerick, Ire.
Louisa dau age 23 Southwar4k, Surrey, Eng.
Mary, dau age 21, Southwark, Surrey, Eng.
Michael, age 20, Southwark, Surrey, Eng, Letter Carrier
Patrick, age 16, Southwark, Surrey, Eng Letter Carrier. I notice William is older than Louisa.
Edward and Mary's death certificates may give you the name of their parents. The above Fathers were already dead.
