Polly Sullivan - England to Philadelpha mid-late 1800's

I am looking for any information that may solve the mystery of which County in Ireland my great-great grandfather, Edward Bulger came from. He was born somewhere in Ireland in 1860 and came to the US via England as a young man. While in England he met and married Mary "Polly" Sullivan, who was born in England to Irish parents. Edward and Polly settled in Philadelphia, PA.

Edward had three siblings: John (Wilmington, DE), Lucy, and Anna (both in Erie, PA)
Polly's known siblings were: Patrick A. and William A. (they also settled in Philadelphia).

Any info on either Edward's or Polly's families or sugguestions on where I can start the digging in England or Ireland would be greatly appreciated.
