Ballymoney is in County Antrim this makes more sense as the name is English and it would follow that the original Steeles in Ireland came over as planters from northern England and Scotland.
I can find no 'Ballnemore' but ballne/na is not an Irish spelling it would be 'Ballina...' ('Baile na' meaning 'town of' pronounced 'ballna')or 'Bally...' ('Baile' meaning 'town').
