What I found, his father was James Starr son of Martha Isabella Jones born May 1818 Ohio, married to his father William Starr born c1823.
Grandson of Lydia Jackson and William Starr, she came to Harrison County, Tx after death of William in 1845.
He had siblings named: Pearl, Abbie, Cora, Odel, Mollie, William, and Alfred.
His death certificate had a Mrs Beatrice Starr on the record so this must have been the second wife you mentioned.
