I am not sure if I am on the right path with you, but I have a 1900 census with Fannie A. Martin living in the household of David & Tenie Standlee. She is the daughter of Tenie & an Allen Martin. Fannie A. Martin, step-daughter, was b. August 1882 in KY. Her father was born in KY, & her mother was born in KY. She has siblings, one of which was Flora E. Standlee [adopted from Martin], a Martha A., Rosetta, & a Robert.
I am curious also about this court record that you foudn that has her with a guardian named John H. Standlee.
If you have info on the John H. Standlee, as in a approximate birthdate I may have something more to work on for you.
