I have found several references to Colonel Charles Edmund Wilkinson RE, but sadly nothing for Lt. Colonel Maydell.
Col. Wilkinson is listed in the Ceylon Blue Book of 1924 as being part of the Ceylon Administration from July 30, 1860 to Oct. 21, 1860. This might not seem long but these were very turbulent times in Ceylon Military Administration and many other individuals are only listed for a few months.
Unfortunately I do not have very much material on The Ceylon Rifles (a very grave ommission in an otherwise extensive Library on Ceylon!)
I have found a very interesting reference to Col. Wilkinson in 'The administration of Sir Henry Ward 1855 -1860'. As Military Garrisons were gradually disbanded, Col. Wilkinson in 1878 seems to have caused quite a stir by unsucessfully laying claims to the lands.
The Ceylon Rifles were eventually disbanded in 1874.
Unfortunately I do not have a scanner, but I will gladly send you photocopies of the article mentioned above and any background information I have to Military Administration during the 1860's leading up to the disbandonment of the Ceylon Rifles.
