St Albans, Hertfordshire could be correct as a birth place.

A Genealogical and Heraldic History of the Landed Gentry of Ireland
By Bernard Burke, Ashworth Peter Burke gives the following -

Cecil D'Urban La Touche, Colonel and Commander of the Poonah Horse, born 11 July 1814 m. 21 April 1855 Agnes Emma Rooke only daughter of Benjamin Procter Rooke, M.D and had issue 2 daughters.

Benjamin Proctor Rooke married (a cousin?) Agnes Isobel Rooke, dau of Benjamin Rooke of St Albans, Hertford, Hertfordshire.

It is a distant connection but they could have been visiting relatives still living in Hertfordshire.
