Type in Speidel Frank and an SSN of 507092042
This will give you the date of birth and month and year of death. There is a link to the right to create a letter to the SSN office. You can get a copy of his SSN application that may have father and mother's names. I tried this for a family member and both the father's and mother's names were listed even though the person I spoke with at the SSN office said they would not be.
It does take the SSN office a few weeks to get the info to you. Also the census should show where he was born and where both of his parents were born. My guess would be either PA or Germany.
