Do you have access to Ancestry.com? Check with your the library or LDS Family History Center for it if you don't want to subccribe.
I found an entry # 1100 George H Lipscomb age 19 yrs 11 mos, born Cleveland OH, enlisted June 20, 1898 in Cleveland OH by a Cpt Fillson or Tillson.
Eyes d bro, Hair Blk, Complexion sallow, Height 5' 6 1/2"
Regiment 7 Axt Co.C Remarks: Discharged March 3, 1899 Disabiliy at Ft Columbus (rest of it I can't decipher if date or unit)
The Ancestry database is titled:
"Military Records > U.S. Army, Register of Enlistments, 1798-1914 > 1898 > L-Z"

Also in the 1930 census the family is listed as Lipsscomb, George H is living in father's household with wife Alvina nad son Earl listed as grandson. For Veteran question column George H has "Yes" and "Sp" (for Spanish American War)
His 1942 WWII Draft Registration card has height as 5'10 1/2' Eyes Blue, complexion light, hair Gray. At age 19 to 20 in 1898 he could have still been growing, but eye color is different too so need to look at it further.
In the Enlistment record is another George Lipscomb that matches physical desrciption better to WWII card but bithdate appears to be May 1879 in Cincinnati OH and enlisted in Chiacgo IL Aug 1902 discharge Nov 15, 1902.
