What I typed in my messages is all I have. However, when I looked back at what I have for my ancestor, I noticed the 1900 census has a "military and naval population" section. Have you tried looking there? I only kept one page in my files...the one with my guy on it...and your Lipscomb was not on that page, but that doesn't mean he wasn't listed in that census somewhere.
