23rd Inf. Roster

What luck to find this forum. I hope that someone can help or at least send me in the right direction. I am researching my Grandfather, George H. Lipscomb, who served in the Spanish-American War. He was in the 23rd Inf. Co. M. He was also a member of the Garrettson Command in the Spanish War Veterans and an original member of the MILITARY ORDER OF THE SERPENT in 1904. He enlisted from Cleveland Ohio. I have tried twice to get his military and pension records from the Natl. Archive with no luck. They keep sending me letters saying they have no record for him during that time period. Would anyone know where I could access a roster for that unit during that time? Any information would be appreciated.
