I have a similar pictue of my grandfather from 1930.He is in some sort of uniform.His cap says "MASS 28" and his collar says "28 USWV".He served only in the 9th Regiment of the regular army in the Philippines and China and was not nearly old enough for the Civil War (born 1882).In 1905 he was a member of E. R. Shumway Camp 30 of the Legion of Spanish War Veterans and I have a picture where his uniform says "LSWV".(The book at http://www.archive.org/details/worcesterinspani01roeahttp://www.archive.org/details/worcesterinspani01roea documents this and shows Edward J Martin as also a member.)In 1907, the LSWV combined with the United Spanish War Veterans (USWV) and I've always assumed that Camp 28 became E R Shumway Post 30 USWV.Ny grandfather was at one time commander of this post.
