Company C, 10th Infantry

My ancestor, Thomas Ross Maddox, served in the Spanish American War. He is buried at Mountain Home National Cemetery in Tennessee. I got the Company C, 10 Inf information from the cemetery, but all they have is his date of burial, unit in which her served, and the location of his grave. They told me to send to the National Archives for copies of his military service records; so I obtained the correct form from the archives and sent it in. They couldn't find his record. I don't have a clue as to how I can find his record. I dont know which state he lived in when he enlisted; so I am wondering how I can find out what I need to know to get his records. He did live in Alabama, Tennessee, and was born in VA I think, but am not sure. He did marry in Birmingham, Alabama in 1898, and I have that record, but nothing else about him. I hope someone on the genform can give me some suggestions. I have tried looking in Alabama and Tennessee for Spanish American history, but have not had any luck to date.
Will appreciate any information anyone is willing to give me to help me in my research.
