Gt. Grandfather's Spanish American War Medals...How to find more information?

My great-grandfather, Thomas William Harry Ball, was awarded two medals for his service in the war: The Army Spanish Campaign Medal No. 8587 and the Army of Cuban Occupation Medal No. 4689.

An inquiry to NARA for his service records produced a negative result. He could have enlisted as William or Harry rather than Thomas...he used various combinations of his name over the years. He may have enlisted in Illinois (his family lived in Cook Co.), but might have moved elsewhere before enlisting. He would have been aged about 22 in 1898.

Can anyone help with suggestions as to where to look next? Do medal roll indexes exist that could lead to other records? Thanks in advance for any assistance.
