this is what I did find on ancestry.com:
The official history of Elbert County, 1790-1935 it has some info on Genealogy and he is in there in a small section.
A Volume of memoirs and genealogy of representative citizens of the city of Seattle and county of King, Washington
Mentions that he addmitted a Mr. HEart to the bar. I guess he was a lawyer?
Civil War Pension Index: General Index to Pension Files, 1861-1934
These have not only civil war but also spanish american war and etc. He is in it with widow being Mary L. Fortson.

That was it from that. Here is a couple of suggestions. Often times the local libary has books or the historical socities. Uath has one for Utah and Minnesota has a few so I am sure Washington has some. you might want to try a local College. Search words would be things like, Spanish American war, Philippine insurrection, Philippine war. You may have to play with a few topics to get the right combo or spelling. Philippines or Filipino etc. There is not much, I know I just did a report on it for a College class.
