What Was a "Reconstruction Aide"?

Does anyone know what an Army "Reconstruction Aide" did and if they had them during the Spanish American War? This is a new term for me. I read on the internet that "Reconstruction Aides" were the beginning of things like Physical and Occupational therapy, but that that didn't begin until WWI. However, I have seen some references to Veterans deceased in the early 1900's who were referred to as "Reconstruction Aides". Any info, comments greatly appreciated.
