The 31 CA could be coastal artillery although I do not know this for sure.

I found Fort Caswell in Brunswick County NC. It is about as far out to the end of NC on the coast as you can get.

The "te" in teaswell could be a "c" for caswell, as I could find no Teaswell anything in NC.
