Need Information on GG Grandfather's service

His name is Arthur Franklin Stearns who was born Mar 24, 1883 in Fargo, ND and died Apr 24, 1979 in Omaha, NE. He is buried in Whiting, Iowa and his headstone says he was in the Spanish American War, but if he was, would have been about 14. His daughter, my Great Grandmother, said he was a reverened in the war, and indeed he was a reverened, but at the age of 14? Well, anyway, according to his headstone, also, he was in the U.S. Navy, but I don't know

where he signed up (guessing maybe Texas, where he met his wife in the service)

what rank he was

what action he saw

what he did in the war

I just need some good ideas on where to search.

I see there was a former millitery base in or around Galveston called Naval Base Galveston which closed in 1988, as I saw on one website.


If anyone has any good ideas or suggestions, please don't hesitate to let me know!
