How do I find out why a medal was awarded?

Does anyone know how to find out why an ancestor received the Silver Star? I know he received it for something he did while serving in the Phillipines, but I want to know why....

I sent for his military records at NARA, but all they sent me were copies of enlistment and retirement papers...nothing about any medals or awards.
