28th Massachusetts USWV

I have an old family photo of a relative in a uniform that says 28 Massachusetts USWV. He may be the husband of my great aunt but I'm not sure. His name was Edward J Martin. I found an Edward Martin listed in a data base of Civil War records for the 28 Massachusetts Infantry, Company D, but this can't be the same person, can it? Can anyone tell me about the "28th Massachusetts" as it related to the Spanish American War?
