To get a copy of his Veterans (Pension) file the first step is to get his 7 digit C number (C 1234567) to identify the right individual. If his name is uncommon you may be able to get it at Ancestry.com. If you have a subscription to Ancestry.com you can search the Civil War Pension Index (the Spanish American War list is listed with this). Or I can tell you where to post a request to get someone to search it for you.
If you can't find it there you need to order a NATF Form 85
at http://www.archives.gov/global_pages/inquire_form.html
You fill out this form and send it to the National Archives and Records Center (instructions come with the form)in Washington, DC. Hopefully they will get back to you with the C number.
With this C number you write a letter to your state Veterans office (when they send you the C number they will include a list of all the state office addresses)requesting a copy of his file. This is the state office where you live not the state that the veteran was from.
Thats all it should take. They should send you the file free of charge. This is the Veterans file. There is another file you can request-the Service File. There is a different proceedure to get it. Usually the Pension File is much more detailed than the Service file. For my relative the Veterans file was 240 pages, the Service File was 25.
