Dear Phillip,
Thanks for the info. I have already found the answer. I search high and low. I looked at Civil War pictures and at Spanish Amer.war pictures of uniforms. I found an identical uniform in every way. I also found that the shoulder braiding went down to a saber. So I knew that my dearly loved Uncle John Wesley Webb was this man in the Spanish American war.
