Order the file from the NARA, they should have it if it was eventually paid. It should have his answers to questions about his attitudes and loyalties, as well as supporting statements from neighbors/family. You can go here http://www.slcl.org/branches/hq/sc/scc/scc-main.htm#resource to see what kind of questions were asked, the file won't contain the questions.
