According to the 1900 census James I Southern's parents were both from North Carolina. I did a quick look and there are two James born around the time of his reported birth, but none with the exact date. Not sure if there is a link or not.

There is a Mary A Southern listed in the 1880 census as follows that seems to be your Mary Annie Southern.
