Hi John,
I've never dealt with the South African Commission or any of the Embassies so I don't know, but from what I've read on various forums they can take a long time to process the information; additionally, the form you might be required to fill out in order to obtain Marjorie's papers might ask you to fill in information you don't know, such as her ID number. You might want to try phoning them up and asking before hand.

The National Archives of South Africa can be searched from this link: http://www.national.archsrch.gov.za/sm300cv/smws/sm300dlhttp://www.national.archsrch.gov.za/sm300cv/smws/sm300dl (Occasionally, the page will have a red warning saying the number of people using it has reached a limit; if that happens, you'll have to try again in an hour or so).
From the National Archives page, if you click on the link titled "TAB - National Archives Repository (Public Records of former Transvaal Province and its predecessors as well as of magistrates and local authorities)" that will restrict the search to just the Pretoria Archives database, where Marjorie and Robert's papers are held.
Alternatively, clicking the link titled "RSA - All Archives Repositories and National Registers of non-public records" will search all the available databases.
On each search result page the record tells you in which DEPOT that particular document is held (TAB, KAB, etc.); the key to which DEPOT it is referring to can be found here: http://www.national.archives.gov.za/reposit.htmhttp://www.national.archives.gov.za/reposit.htm

A few additional articles from the Singapore "Strait Times" which describe Robert Frederick Binnie as an Attorney; at the time he would appear to be wrapping up the Estate of an Arthur Holt - http://tinyurl.com/3xl5qqvhttp://tinyurl.com/3xl5qqv
I also found another description of Marjorie's first wedding: "Dove - Cope - On October 14, at St. Andrew's Cathedral, Singapore, by the Bishop of Singapore, assisted by Archdeacon Swindell, Archibald Walter Dickson, youngest son of the late George Dove, of St. Boswell's, Roxburghshire, Scotland, to Marjorie, elder daughter of Austyn Cope, of Stamford Hill, London." - http://tinyurl.com/33zxb67http://tinyurl.com/33zxb67
Archibald Walter Dickson Dove apparently died on 25 Feb. 1963 - http://tinyurl.com/23cuwu3http://tinyurl.com/23cuwu3
Archibald and Marjorie had at least two daughters, one of whom was named Rosemary Dove, born 22 Sept. 1917 - http://tinyurl.com/2dxwxnahttp://tinyurl.com/2dxwxna ; the other was born 27 June 1920, but the newspaper does not name her - http://tinyurl.com/37nwvjthttp://tinyurl.com/37nwvjt
Hope that helps,
Craig
