Elias Sims at Fort Sam Houston, Bexar Co., TX in 1900

Tradition states that Franklin Simms' brother was killed in Custer's army. I have not been able to find a Franklin Simms in the 1850 or 1860 census records. The Simms references at Custer's Last Stand are for a Simms that was born in Missouri and a Simms that was born in Canada. In the Enlistment microfilm I found an Elias Sims who was born in Gallia Co., Ohio in 1849 which is the same location of birth of Franklin Simms in 1848.
Information from the 1900 census states that he was a cook and in a duplicate census record with his family it states that his father was born in W.V. and mother born in England.

I have had no luck in finding Elias Sims in 1910 or 1920 census records anywhere.

Any knowledge about this Elias Sims would be helpful for me to eliminate him or confirm as a brother to my husband's ancestor.
Any help would be well appreciated.
