John, Mary Short is mentioned as a cousin of Wm. Rookins II in Wm's will of 1676 and I agree that cousin could be any number of things, but to assume from that quote that Mary Short is in fact a Rookins/Rookings, is a stretch at best. To my knowledge there were no other Rookings families running around that area of VA at that particular time. She could have been cousin but not a Rookings. In the scheme of things, it would seem not to matter that much except it is very possible that this is another example of a relationship being assumed over the years until it becomes fact.
