In looking around the net for info, I came across the following which looks like it could be a fit, but would need more verificaton:

Milton shows born PA, parents born PA, a railroad laborer, married at age 29; cora showing married at age 33, born PA, parents born PA
1910 census in Orwell, Bradford Co, PA (Bradford Co PA and Tioga Co NY are just across state line from each other); shows
Milton A Shoemaker, 33, married x1 for 4 yrs, b PA, parents b PA, farmer of general farm, and
wife Cora L, 37, married x2, 3 children/3 living, b PA, parents b.PA
and dtr Waneta M, 3, born PA
1900 in Orwell, Bradford Co, PA
Milton Shoemaker is a boarder in household of Welling Hill, a farmer. Milton is listed as Born March 1977, age 23, single, b. PA, parents b. PA
1880 in Hemlock Columbia Co, PA is
Sidney Shoemaker, 39, laborer, b. PA, parents b. PA
wife Amanda 36, dtr Anna 11, dtr Laura 10, dtr Grace 65, son Milton 3, and son Ralph 1. (all born PA)
1860 in Hemlock, Columbia Co, PA is
Catharine Shoemaker, 60, head of house, $1400/$200, John, age 24; and Sidney S, age 20

Note the variations in spelling of Shoemaker/Shomaker are as lited on census, even within the same household.
The World War I Draft registration for Milton A Shoemaker shows residence of RD1, Romes Bend, Bradford Co, PA; age 41, born March 23, 1877, farming for self in Orwell Twp, Bradford Co; nearest relative Cora Shoemaker. He's of medium height, medium build and has blue eyes, brown hair.
