In the box titled "Search this forum" at the Shelby surname message board, GenForum, type in the word ... Ireland ...
and look at the messages that are retrieved. For example, see message no. 2960. Evidently there are many Shelbys in the USA who descend from a lineage traceable to Ireland and not to Evan Shelby of Wales. It is reasonable to assume that a vast majority of Shelbys have traceable lineage to the Evan Shelbys you mentioned and other Evan Shelbys as well.

Also, check the Virginia Payrolls at the University of Virginia Library. You will find that the Shelbys known to have lived in what is now Pennsylvania in the Little Cove and also further west during the French and Indian War and the Revolutionary War were listed as Virginians. This was because Virginia had laid claim to the lands in Pennsylvania west of the Appalachian Mountains.
