Tolbert Washington and Harbert Washington Shaw were the same man. His grandfather, Harbert Tucker was the father of Nancy Tucker who married WIlliam Shaw.
He is buried at Mount Bethel Baptist Church in Anderson County, SC. He is buried as Tolbert though through the 1880 census, he was using the name Harbert
