Looks like a good possibility. I found Bela Newton seymour, wife Emily Morse and son Alfred in Yuba CA in 1860 he was a minister. There was a William Russell in a different township in Yuba co California....I think in jail, that is the right age to be the William Russell, son of George and Catherine (1850 Broome co census)but unfortunately it has place of birth unknown.
I also found other Bela Seymours that could have been the witness too.
