"1903 ..... there were no passports....."
This statement has been heard all too often, but in fact the above statement is incorrect. I have several copies of passports from old Hungary, the earliest is 1894 belonging to my greatgrandmother. She sailed from Bremen.
In re to the March 1903 emigration law, you will find a translatiion of the entire law. Since the 1881 emigration law, restricting agencies in Hungary did not work the 1903 law was aimed at the prospective emigrant. The 1903 law was meant to place restrictions on emigrants and of course this did not work.
Also a Canadian web page mentioning the previous (1881) emigration law, which dealt with restricting emgiration agencies. In fact numbers of emigrants increased between 1881 and 1900, as can be found by info at the Canadian web page below.
