Cher, Immigration would have verified his arrival. But I noticed that the numbers I mentioned that appear on the manifest above the occupation did not seem to start in the early 1930s... so much for that! Yes immigration verified someone on that manifest. IF he arrived at age 11 he would have been required to have been accompanied by an adult (likely a relative). 16 was considered "of age" to travel alone and seek employment. We need to expand our search by looking at the places listed on the manifest and other VELKOVIC, VELJKOVIC and VELKOVITS listings. And then we need to use Shtlseeker to look at those places AND... nearby villages. When immigrants traveled the place name shown as their former residence MAY not have been the actual place but a larger, nearby place where the town hall or church was located. The reason I gave the other spellings is that his name would have originally been spelled in Serbian Cyrllic, so what we see on the manifest is someones interpretation of the original spelling.
