I am searching for a Mrs. Frank Seeber who lived at 13 Union St in Port Jervis in 1939. She had custody of Margaret Anna Ross from 1939 to 1940. The welfare records I have list Mrs. Seeber as being a cousin of Fred Ross, Margaret's father. I believe Mrs. Seeber may have inherited the house on Union St when Margaret's mother died in 1936. Any information would be helpful, as it has been difficult to trace my Ross family due to the fosterage of Margaret and her sister Evelyn.
