You've obviously not gone around Covell's Lake on two-passenger pedal-powered pontoon boats. I haven't for fifty years but believe they still are there every summer.
Covell's Lake is in the mid/west portion of Sioux Falls, a north/south lake between West and Menlo avenues. One would think that is approximately the area where these people owned land.
There are Polk City Directories in the SF library. I would e-mail them and ask if these Covells are listed in the early directories...and when they were no longer listed. These directories were done annually and listed people alphabetically, their residence and occupation (and sometimes) address of occupation.
There is the "Old Courthouse Museum," and they are (or used to be) the location of the genealogical society. You should be able to get the library and gen society addresses on google.
